Unsatisfactory EICR: the 28-day clock and the completion certificate

An Unsatisfactory result starts two tracks at once: make dangerous things safe now (C1), and fix the rest with paperwork (C2/FI) inside 28 days. Which certificate closes each item depends on what the work was.

The priority order inside the 28 days

CodeMeaningLandlord action
C1Danger presentMake safe immediately — isolate, repair or remove. "28 days" does not apply to an exposed live part.
FIFurther investigation required without delayBook the investigation; its findings generate C-codes (or clear the item) — the clock keeps running.
C2Potentially dangerousRemedial work within 28 days, written confirmation to the tenant that it is done.
C3Improvement recommendedNo legal duty. Sensible to schedule; not part of the compliance clock.

The Regulations require further investigation or remedial work and written confirmation to the tenant that it is complete — within 28 days. Local authorities can enforce with corrective action notices and fines up to £30,000; insurers and letting agents ask for the same paperwork.

What an MWC must contain

The BS 7671 Minor Works Certificate records: a description of the work and the extent, the circuit details, and the test results relevant to the work — continuity of protective conductors, insulation resistance, polarity, earth-fault loop impedance (Zs) at the point of work, and RCD operation where an RCD is involved or relevant. It is signed by the person who did the work. One MWC per circuit/job (or one covering a clearly itemised batch).

Common landlord mistakes

Tracking C1/C2/FI items across a portfolio of reports, with 28-day deadlines and per-item certificates, is exactly what remedial workflows break on. The generator computes the Satisfactory/Unsatisfactory verdict from your codes and keeps the report archive per client; pair it with the due date calculator for the next inspection after remedials.

FAQ

What must a landlord do after receiving an Unsatisfactory EICR?
Arrange further investigation (for FI items) or remedial work, and provide written confirmation to the tenant that the work has been done — within 28 days of the work being requested/completed per the regulations. In practice: C1 items immediately, C2 and FI within the 28-day window, all confirmed in writing.
What certificate proves the remedial work was done?
A Minor Works Certificate (MWC) for work that does not include a new circuit — replacing a damaged socket, fitting RCD protection to a circuit, repairing a consumer unit defect. An Electrical Installation Certificate (EIC) where the remedial work is a new circuit or a full consumer unit replacement. Both must be issued by the competent person who did the work.
Does replacing a consumer unit need an EIC or an MWC?
An EIC — a consumer unit replacement is treated as significant alteration and is notifiable building work (England/Wales Part P), so a registered electrician issues the EIC and the building-control compliance certificate via their scheme.
Who keeps the remedial paperwork?
Attach the MWC/EIC to the original EICR — the pair is what letting agents, councils and insurers ask for. The written confirmation to the tenant should reference both documents.
